As you can see in the video he first gives me the wrong leave and even though I left in front of the family house he gives me the leave again and sprays me and they speak Turkish next to the dead person I demand that the necessary action be taken

Its his family house and you were there to provoke him. He did RP correctly (my suggestion as a player). He can give demands you to leave if you are staying in front of his house for no reason. So I believe it should be only you getting punished for FailRP or Provoking. Thanks.
