Apex was born to a poor class family in Saint Denis (Outskirts of New York) in the winter of early 2000. Apex had a rough life. He was bullied at school and was triggered several times. Apex kept his enthusiasm alive during his childhood days by solving mysteries in the daily times paper. He used to go out to the backyard and find out clues for unsolved petty stuffs. Apex always had a dream of joining the IAA, but his life circumstances changed when one day his drunk dad got into an argument and killed his mother. The cops arrested Apex's Father, and since then Apex has been more of an orphan under the government's care.
In the Government facility for children, the headmaster found Apex extraordinary skills in puzzle solving and mystery quest. Such high IQ student were seen as an asset for the Government. One night a group of masked and suited men forcefully shifted Billy to an undisclosed location to the public. It was the San Andreas Motel grounds. The place which was seen as a heavenly ruin for drug smugglers was actually a secret training ground. The cops used to place fake gangsters around to control the turf when the training used to take place within.
Outcomes:
1- Apex Federal can pickup any weapon from the ground and use that for his own defence. (within reason of rules)
2- Apex Federal can easily drive cars (except supercars) on rough roads (will not break any kind of RP while driving).
3-Apex Federal can offer to become a citizen hostage for 100k maximum and Leo hostage for 100k maximum
4- Apex Federal can offer to provide information to Illegal organization and legal organization about each other for bribes
5- Apex Federal can carry a hidden, waterproof ballistic camera in his belt 24/7 & doesn’t need to refresh it, the footage is uploaded to a personal server in real-time using internet. If he dies, his lawyer can access the footage and use it to build a case file against the murderer.
