I dont know who this guy is or from which org he is, he is off duty than he may be from FIB, Iam doing my duty and this guy uncuffing my suspect and flew away, which is fail RP with no verbalizing as well as GR 6.4

As if someone intends to sneak between a group of cops to uncuff another person to help them escape, it makes perfect sense for him not to say so publicly.
