They took one of our people as a hostage and we went to the hostage situation to try and save our units life then they we're refusing to negotiate and kept us waiting while they we're screaming at eachother and they completely paused our RP without any reason. They refused to RP and negotiate.

Rejected You must wait until they approach you while holding the hostage. You must fear for the hostage’s life and approach them slowly. However, you were yapping to them and forcing them to negotiate. From my perspective, this behavior might be normal for gangs, but not for LEOs.​
