I think when someone shoots without a demand, it’s GR 6.15, because in the general rules it says:

“6.15 When outside the GHETTO you must engage in RP before shooting someone.”

It specifically says before shooting someone, not before killing someone.

So if someone shoots without giving a demand, it falls under GR 6.15.
