So by the above-provided POV, The thing that can be concluded by my side is:

Summary: Though the Soldier was asked to wait during the state inspection, as of the 2 Star Wanted by State in PDA, The person tried to run away and even rammed out multiple people. And then futher after the inspection leader (me) was shot down to unconcious then it can be seen 05:05 The Lt General ID 119375 came out of his car and started shooting my other GOV Officers.

Summary: Soldier Cuffed the inspection leader without any reason and further started shooting a state employee for an attempt to send him to jail for Exit Under Arrest.

Summary: Can be clearly seen shooting from the back with the US Army vest, and i had seen his ID before, so I'm sure it was also an NG officer who had assisted his mates for clearing up stuff to make it properly invalid for the bodycam to be used as a case against anything in the court.

The final conclusion is just that the deputy had broken 4 Rules along with his units and it's a mass rule break; it is 4 units that can be seen only by me without turning.

If you saw your units firing at Government officers then why did you not stun them or arrest them for felony charges instead of just aiming and enjoying the show. Also if another organisation comes to your HQ then its your responsibilty to give protection instead of killing them. If the VDM was unintentional then why didnt you apologize or provided medical help for your negligence. Clearly these are excuses and Mass rule break.
