After checking the screenshots you provided and verifying they are correct:
ID 128995 will be punished for toxicity. Toxicity is not allowed, and it is different from normal rivalry.
ID 106658 will be punished for provoking, as you were clearly trying to irritate the other player to get a reaction.
That was after consideration with curator of crime and unofficial.

Always separate behavior from rivalry. Rivalry (competition, challenges, banter) can be part of the game, but once insults or attempts to deliberately irritate appear, it crosses into punishable behavior.
