As per situation the guy who is down by suspect is FIB he is in NG for arrest after making department but other FIB agent get those 10-15 in heli so he is just passing through and he shot down without any reason and victim is runing from shots he keep shooting him i think its RDM.
If you saw closely he cuff that person while Gun in Hand so count as PG.
while patching he is using fail RP, VDM like this words so it count as a Mixing.

ID 465815 will receive a Punishment for mixing
However its an NG base and trespassers can be killed on spot so it cant be considered as RDM and you can cuff people while they have gun in hand
