New player here, this guy just follows new players and either VDM's or RDM's them especially around the driving school. My car has also been destroyed before I was able to purchase insurance so not sure whether I can get the vehicle back normally or I will have to pay for it if I could get some...

You can close this report if you want.

You can simply restricted low levels from getting rentals cars since they got scooters and private transportation and weapons usage,
this is very bad experience. for next time as a advise.
