Rejected RDM/VDM - 70273

New player here, this guy just follows new players and either VDM's or RDM's them especially around the driving school. My car has also been destroyed before I was able to purchase insurance so not sure whether I can get the vehicle back normally or I will have to pay for it if I could get some compensation for that it would be great.
