he jail me for shooting it city but im just shoot and say to player u have a 5 sec to go. im not kill anyone and he jail me for 180min .i want to ask in real life if someone shoot in city (god , president or anyone arrest her immediately?? ) or arrested him be Police?

I dont even have any clue what you could mean with what you are saying. If you shoot at anyone IRL yes you will be arrested.
For the rest please provide your POV of the situation.
