This random guy took as much ammo (around 5m-7m worth of items approximately) from the warehouse, as he could. When confronted, he left the family and surely gave it all to his friends/families who are involved in a syndicate. Its hard to trust players due to such people.
These guys join random families and steal whatever they can. Then they just transfer the items to their friends or their family, since they know they will be the only ones who gets banned for this, with no consequences to the main root.
Clearly, they don't care about getting banned and just banning one person won't really solve the problem. If its possible to check logs and transfer history of these players, it would reveal the groups or families that are the main root of things like these.
