You as attacker you need to give demand which you did not give and just started shooting.

In inner City its common sense to attack just like the Admin above described. Both sides need to be fully aware there is an attack happening. If the attack is clearly happening (not just someone driving by), Defenders do not need to give demands. Attackers need to give demands at all times.
