we have had this start on roof and inside zone problem for so many years now. cant you admins talk with your higher ups and try get them to increase the punishment for it and then the problem is solved 
these morons dont care about 30 minutes jail, they will keep do it over and over
and it would also save you admins from alot annoying forum headache
