Upon reviewing both evidences provided, I have decided to Accept this report.

There is no requirement of vocalizing pickpocket but, they did vocalize during stealing cash.
So, there is no rulebreak.

ID 18484 will receive punishment for Mixing
(Mentioning words like 'Combat log' in active RP situation)

However,
ID 25766 will receive punishment for Stalling, Fear RP, FL in RP and Mixing
(Stalling - Intentionally doing wrong emotes and not dropping all AR ammo (30 AR ammo still in backpack) when asked to drop all of it.
Fear RP - Running when there are still gun pointed on you and there is no permission to leave.
FL in RP - Talking Turkish while in active RP situation.
Mixing - Mentioning word 'Warn' in RP chat in active RP situation)​
