police sir didnt say anything and then cuffed me and took me prison for no reason and i got 35k fine for failure to comply even if he didnt clearly speak. somereason my voice isnt in this video

LOST MY level 4 vehicle scanner for inprisonment and i was not able to do anything for the situation
