A lot of them were driving while being spiked especially 193778+205052 ub driving

There was hostage situation+store rob is going everything was going just then the unexpected happened, 1. so many players were driving after being spike and it will be considered as UB (it's impossible to drive like that) 2. And second thing they entered there HQ and go through nearby road after situation. according to GH role 1.6

And there are 4 cars in total I saw doing that.

So basically, as per the IMG officials and HQ, there’s still a small gap through which we can pass. So Gh1.6 wont be applicable on this Talking about the UB when their car got spiked, they were at high speed, so it took some time for them to stop !!

And that don't forget that they are good number, it's just not about GH 1.6, so many of them just drive away like nothing just happened after being spiked,during gun fight, CR 15462+75163 and other maybe
Note: most of the vehicles are spiked
(Personal opinion: I was expecting to arrest/process them, I was really waiting for that moment after all this happened and started thinking what kind of RP was that)

About the GH 1.6
From gangster pov will you reveal your HQ? To leo? Of course you won't according to RP/logically your not supposed to do it
