I recently submitted a complaint regarding the behavior of LEO ID 98645, specifically involving a Fear RP violation as shown in my POV. In the situation the officer did not show any concern for the hostages safety despite clear threats something that should typically be considered and punished under Fear RP rules.

Hello we was doing Hostage situation . This guy he was negotiating . I was have two hostage . And this guy talk with me like he doesn't care for hostage life. And the way he's talking with me I didn't see any professional from him. He's talk with me like gang member Not like police officer.

In this thread our gang got punished for Fail RP by a State Curator. I am confused by this decision because there were no unrealistic or rule breaking demands made by us. There were no UB demands in the situation.

We have consistently followed the rule that if LEOs do not comply, provoke or fail to fear for a hostages life, we are permitted to kill the hostage and the Leos. This has been the normal thing for the past 3 years and has never been considered Fail RP before.

Based on the POV, the only possible mistake I can identify is one individual MK’ing the hostage but other than that, the situation was handled as per normal rules.

I also want to point out in another report, Rejected - [FIB] Leos ER 1.4 | 0000 there were over 50+ LEOs inside the store for more than a minute yet the thread was closed instead of being escalated for senior state curator to review, Usually when a crime said makes mistakes the threads are locked for crime curators or crime seniors to make decisions based on their review which is normally the procedure.

I kindly request a proper review of the situation and a fair reevaluation to be done. The decision does not seem fair and we received 2 warns for this.

Again, Event Rule 1.16 states you can only demand two things: MONEY and FREE PASSAGE. Law enforcement denying an invalid request does not give the hostage takers the right to kill the hostages. You're acting out of OOC frustration, Fail RP.

Secondly, Fear RP doesn't mean LEOs must obey every threat. It means they must reasonably value life, which they did by following the hostage rules set in place (ER 1.16). If the demands (request) themselves aren't valid, law enforcement isn't required to comply and killing the hostage becomes unjustified escalation, Fail RP again. The problem is, the hostages were harmed for an OOC reason, not because of a valid IC progression.

You're "RP'ly" a criminal, not an EMS worker on floor 1 in the lobby.

we didn't requested any demands except only the money and we only tried to rush them to end the situation and we were expecting that negotiator to show caring of hostage life by following *Real RP officer Job* because he was surrounded by 2 of the most dangerous criminals gangs in the city holding life of his leader and his colleague even though he decided to provoke and his leader (the hostage) was joking and laughing while his life in big danger and in the end he said request denied and ran away. so what should we do in this situation rather than kill the hostage and kill the people who doesn't care about hostage life and their life too.

First demand has 400k For the leader.
and 200k For the agent.
And if you are talking about the time situation.
My body cam is showing very well I don't say demand I say request.
He told me request tonight and shut the fuck up what do you think that is mean.
I have three year here.
Never I see that From any negotiating.
If he's have X experience or no he doesn't mean his cannot mistake.

And about the punishment for the leader.
If the guy coming from FIB to negotiate with me to save the hostage life.

The situation is happening in my opinion has mass faer rp For the hostage live and fail rp .
And by the way I know I'm not ems . Because that Leos Have to be careful That time negotiating with me to save the Hostage life.
I would say just one more time if the guy have access experience not mean it cannot make any mistake.
I take so many opinion for this situation.And everyone supports me in this.

Difference between a request and a demand is, that a request you ask for ("Dont fly the drones this close to us, we cannot hear you" or "Make it quick") while a demand is something that has a consequence ("Give me money for the Hostage, otherwise I will kill the Hostage"). For Demands we have multiple rules in the ER1.16 or GHR 1.12. A Demand must be followed or it must be negotiated, otherwise theres a consequence to it (possible harm to the hostage). Requests should be followed in an RP reasonable manner, to ensure the hostages well-being. You requesting 2 Minutes and he says its taking 3 Minutes is totally reasonable for a situation like this and does not violate Fear Rules. He reasonably needs time to pick up $600.000 for you. If you think you are in danger if it takes longer, then you should have picked another location with less danger around you or free-passage.
You request something, but when its denied you give a consequence, which is incorrectly played, so you did Fail the RP Situation.

ID 98645 currently has no RP-Bio, validating why he is acting rude in a Negotioation-Situation, which will equally result in a Fail-RP punishment. For Fear everything is already said above.

Punishments on Leader or against Orgs are only reviewed by Senior Curator State/Crime or thast orgs Curators.
In this case I re-reviewed, punishment stays as given.
