This person is toxic and keeps uploading the same video with the same title and content, gets rejected, and then uploads it again. They uploaded it four times. Isn't this considered spam?

I didn't mean it's incorrect, but you should give him a temporary block or something like that because you keep rejecting the form and he keeps submitting another one.
