Reviewed Rejected leader application

Hi Lebron, my application was rejeceted with message that limit is exceeded for applied leaders. We got an answer from Aldin Verstappen that only the ones who applied after midnight very same day got opportunity to be invited for leader examination. Lebron can you please tell me where in the rules I can find that ''Leader application can be submited before Chief Administrator Abraham or Deputy Nixa announce on Grand discord that they are searcing for new Leader for SAHP? Also, from this list that is invited for exam, most of them were leaders already, and in my case this was mine first application for leaders ever. I'm asking you Lebron, if everything is okey with my application, to give me a chance to be examed as everyone else.
