As you can see in the POV, an FZ Raid was going on. This guy is FIB but he was off-duty, and as an off-duty officer, you are not allowed to go near the perimeter. From my point of view, you looked like a gang member or a regular citizen, so I had no way to recognize you—that’s why I shot. As soon as you identified yourself, I stopped.

According to the rules, if there is an active situation or FZ Raid going on, off-duty officers are not allowed to enter the raid area or go inside the base.
