Pending review rejected GR-6.4| river halloway

i made the same thread 3-5 times and river keeps reviewing it and rejecting it cuz i said "lock for higher ups" i understand that but now when i post it again without saying lock for higher ups he rejects it again for "we dont allow 3rd pov" well when the admins reviewed the cops(497019) thread they didnt punish him for what he did. he broke a rule and u guys didnt punish player(497019) for gr6.4. so when i report him for his rule break river wants to reject it for 3rd pov. like cmon he still broke a rule whether its my clip or not he still violated the rule of GR-6.4.
