The video starts from the middle of the situation and does not show what he was doing beforehand or why the officer was following the two individuals.

THE POLICE OFFICER DID FAIL RP,META GAMING,EDITED POV(AS IN HIS BODYCAM DISCORD SOUND NOT COMMING) AND WE CAN ALSO SEE DEMAND WAS ALLREADY GIVEN.

ASK HIM FOR EXTENDED BODYCAM.
