Both admins are correct.
Can you report him > Yes, for example if it needs an interference of Administration.
Admins can not interfere unless needed > Also yes, but this is not a situation where admin needs to interfere, at least not from the proof given by you.
Go to the Gang HQ, talk to the Leader or Deputy and discuss what happend. They will either be able to help you or not. Only for reason outside of IC there would be an interference of Administration. If that would be the case you could discuss this with the Leader and Curators. If this was done ONLY for the sake of a kill in an OOC Event and Leader agreed to this, then Leader would need to request this from Senior Curator of Crime.
