Prisoner reaches the Doc or all gang members are eliminated, LEOs win
Prisoner is freed or all LEOs are eliminated , Gangs win

Admin Requirements:
Spawn the players in their designated areas
Spawn the Armour vehicles for prisoner
Give the designated weapons and armors to both teams
