First of all I dont know how this guy (211806) is negotiating in this Hostage situation when he dont even know the maximum demand money for a leo.
According to him the USSS director who is a first person is a leader and they can demand 400k for him. We even told him that for a leo maximum money to demand is 200k, even his gang members were also telling him he is right. But he is confident enough that USSS director's life is worth 400k and they also agreed for Code B. All proof of the situation in POV attached.

(Kind request to gang leaders please send deputies or atleast experienced people to lead events instead of these people so that RP experience is not hindered.)
