The police officer gave me the first warning. Because I already had stars I attempted to flee. However just a few seconds before the first warning expired the officer issued the second warning

As far as I know, a second warning cannot be given before the first warning has ended I believe the officer did not follow the procedure correctly and should do his job properly.
