Rejected EMS?? | 466415

Chilling in the ghetto. Unfortunately, I only caught it right before I was killed by 466415. What threw me off was that they pulled up in an ambulance behind me (I know not to shoot at EMS, it's not allowed, so I thought they were just gonna keep on driving).

Anyways, is EMS allowed to kill? And if not an EMS employee, are ambulances accessible to citizens??
