as you can see in POV the car belongs to Marabunta Grande which means it's colour need to be Blue (same as marabunta) but he is abusing the gang car to become a fake leo. He is wearing leos dress and changed the gang car color to black. As per the rule he can drive gang cars without gang clothes only while wearing gang clothes but he is not following that.
