Time stamps:

0:25- vagos car enters the GZ after trespassing into NG base which is fail RP.
0:54- another guy does trespassing into NG and enters the GZ, also fail RP

Handle all of this in IC by arresting them. Trespassing is a statutory violation of ingame Laws.
ONLY if they enter to provoke you / have no reason to enter its FailRP. You did not show evidence they possibly were there in situation for robbing NG Base Parachutes.
