I am filing this complaint regarding whether Officer John Kooos acted within the limits of his approved biography.

According to the administrator’s approval of his biography:

• Outcome 1: No use of family functions, 100k bribe, or guns.
• Outcome 3: No PDA abuse and nothing too severe. Charges must be from PC, no targeting.

During a traffic stop for alleged reckless driving, Officer John Kooos drove me around the city and offered me the option to either go to jail or pay him $100,000. This was also written in left eye chat (evidence attached).

Based on Outcome 1, the use of a 100k bribe appears to be explicitly prohibited.

After processing, I received:

• 5 wanted stars
• 85 minutes jail time
• Placement in solitary confinement
• A large fine
• A charge of Sexual Harassment

There was no interaction during the stop that provided Probable Cause for a Sexual Harassment charge. The approved biography states that charges must be from PC and nothing too severe.

I am requesting review regarding:

1. Whether the $100,000 bribe offer violates Outcome 1.
2. Whether the Sexual Harassment charge meets the requirement of PC.
3. Whether 85 minutes and solitary confinement fall within “nothing too severe” for the situation.
