Securing a classified shipment kept inside the cargo warehouse is their goal, not making money. Sensitive federal evidence is being transferred under FIB authority in this shipment.
The group has:
Taken airport cargo workers hostage
Locked down hangar entrances
Positioned snipers on elevated container stacks
Blocked vehicle access points with trucks
They have issued one warning:
FIB activates a full federal response protocol.
LSPD and SAHP are deployed under FIB command authority.
After that — full tactical clearance is authorized.
Only one side walks out in control.

OR
Classified shipment remains under terrorist control
AND
one hostage remains inside
FIB / LEO Win If:
Shipment is secured and extracted
AND
All hostages are rescued
OR
All terrorists are eliminated
