Rejected Player left the game while arresting

Dear admins,
First of all, im SAHP officer petrolling the area and found this guy recklessly driving so i pulled over and doing roleplaying and then my arresting precedure is abt 75% and the player is left the game, this is unacceptable for officers like us, pls put in jail to him, thanks.
