It seems as though the player only hit you with his car once. He may have had rendering issues. We typically wait to see the player go out of their way to ram someone, or ram them at least twice before punishing. This is due to rendering issues, and older PCs. Also it looks like the player may have lost control of his vehicle, which explains why you were hit.​
