As you can see in the pov the guy id 162565 is doing the leo drop to the other guy so that means he is in legal org and still he takes shops in the black market and sell items there, Shop no 1 of black market was his shop also i have attached a pov him standing beside his shop, since there is no solid way of me for provide the proof that its his shop other than Admins check it by themself as no names are shown oof whom the shop belongs to. I have also attached an image where his id is showing properly
