Life Story
Lucifer grew up poor in the gritty downtown area of Los Santos. His father was a dockworker who worked his hands until they were cracked and bleeding, and his mother was a janitor who would clean office buildings well after sunset. His parents believed in hard work, but Lucifer believed in getting results.
In order to avoid following in his parents' footsteps of uselessness, Lucifer stayed out of trouble and focused on finishing what was in front of him to secure a job with the Federal Investigation Bureau. However, while there, he had a rude awakening regarding the true workings of the FIB; he witnessed cases coming to a complete standstill when certain names began to appear and files being misplaced or not made available, and he concluded that the justice system depends less on law than it does on influence.
Having learned the "system" was not broken but rather selective, he therefore studied it rather than fighting it.
Career Story
When he left the FIB, he transferred to the San Andreas Highway Patrol (SAHP); while it appeared to be a fresh start, this placement provided him with the proper avenue needed to learn the "system." Highways are the arteries of crime: moving money, drugs, weapons, etc. The officer who stops any car determines the outcome of the vehicle stop.
Lucifer maintained a clean image but possessed an equal understanding of the concept of discretion: issuing a warning rather than writing a ticket, phrasing a report just right, and taking care with respect to the evidence. Lucifer does not act impulsively; he acts thoughtfully and with purpose.
