After repeatedly messaging me and telling me what he wanted since I changed it, I warned him. This wasn't the first time. I told him the leader wasn't there, that it was a break, and that he needed to wait. I also told him to fill up his usage on Discord in the meantime. Then the leader country started again, and after I warned him, he sent me a message about my mother. He said, "Be quiet if your mother is away."
