Rejected VDM/RECKLESS DRIVING

i was patrolling and i found out a car to be stopped at the road and i asked him to move the car as its illegal to stop, the red truck guy was an undercover, and the white car guy started ramming the red truck and started speeding, i gave the demands to stop then he stopped but still didn't follow my demands and started speeding again and left.
