I was going to buy a scanner. I went there. They said they would rob me, but
I knew they couldn't rob me there
. They called me there. It's a trap, it's not a hw or red zone,
so they can't rob me.

Sure they can rob you. Simply dont do trades outside of the city. Fear RP punishment is correct
