Evidence of the officer “camping” the black market is inconclusive, as both POVs provided show the officer either just arriving at a lawful situation or actively in pursuit/tracking. The yellow poles circling the entrances of either side of the black market indicate where the illegal area begins; the officer never walked past those indicators. Corruption without bio is rejected here.
However, the mass use of spike strips will be considered a rule break (compounded). Spike strips are a pursuit tool used to stop active fleeing vehicles. Even in the second POV, those spikes placed were used in powergame.
Next, Arrow Eclipse (460243) committed CR and GZ 1.3. From 1:33-1:45, ID 460243 actively lingered around, borderline provoking the officer, which is never allowed, OOC or IC. This 15 second timeframe gave the officer every right to pursue within limits. ID 460243 committed ICly: PC 2.11.1, PC 2.9.4, TC 1.5, and TC 1.6, and lastly PC 2.9.1 (intentional baiting). Targeting is rejected.
ID 460243 then came back at 13:26, got out of the car, and presented a sawed off shotgun. Targeting is rejected again. After this, player POV conveniently ends and fails to provide full situational perspective. This would be classified as deception; luckily the other player involved was able to provide continued POV of the situation. Everything done by the arresting officer was correct, even with the fearing of his life. All players involved will be punished.
