Rejected ER 1.9 | 0000 Ballas

On my way to an event, I had to drive through the ghetto. At 0:50 of the bodycam footage, I noticed 4 different Ballas cars sitting in the road. I tried to slow down to avoid, but with the rendering, there wasn't much I could do in that short window of time. I ran into the yellow car (you will see this slightly at 0:51 {slowed to 0.25x}, which slightly turned towards me, on the wrong side of the road, facing me, and with the blockade, couldn't really avoid the impact.)

Road blockade fully sighted at 0:56 of bodycam. I drove off before they could give any demands. If I got any closer to spot IDs, the chances of being robbed increase.

Proof not showing any IDS.
Also, ER 1.9 apply during an event; You can see clearly see that a situation is going on maybe possible robbery.
