Sorry the thread is posted late due to some issues I was facing on the forums.
Basically, I was tracking a wanted criminal while undercover and located him using the PDA. When I found him, he exited his vehicle, and I stepped out as well to ask for his passport. Instead of complying, he immediately started shooting at me. I returned fire and ended up killing him.
Right after I killed him, he combat logged (CL). The person who was with him also did not continue any roleplay or attempt to flee. Considering the situation and for my safety, I assumed he might also engage, so I shot him as well. He then did the same.
All of this is visible in the POV.
