Approved 167480 CL + BAN EVADING

So this guy here Polly Finn ID 167480 comes to capitol almost everyday to harass the staff and everyone there in general. In this case we took him to DOC hes requested a lawyer and the two Lawyers who was there denied to take the case because hes a known offender. Hes then asked for a private lawyer a request which we granted and we uncuffed him to call the lawyer and there he CL to evade arrest. Also his old account which also got banned ID 136542 got banned for the exact same thing and hes came back on a second life to to the same thing so in my opinion he needs a long rest from the City im also sending the report to some other people hes been harassing. They will post there evidence on this forum report too.

This kid is a pain in the ass, most of the LEOS dont like him, he keeps combat logging and switching accounts, and some of the Admins also think hes a pain in the ass, harassing officers saying sorry and to let him go and mixing all the time its tiring he needs a IP ban

Yeah, we've had it up to our eyebrows with this person. I've got loads of footage (he's in my work bodycam more than me ffs) but here's a preview of his Circe de Enervante from a while back (can't be used but builds a case, imho; it's udner his old ID, but shows his intentions to be a ruiner in general).

This kid, is BY FAR, the most annoying person ive met in the city, used to come to SAHP HQ all the time and harass the officers on duty.

Today before Tsunami, he was asked by Sophia Slock (A GOV employee) to go off capitol grounds due to having a restraining order against him. He was working as a firefighter but there was no fire at capitol at this time. He left, then returned again (I'm not sure how long between the two), and continued to walk into capitol grounds, and through the front doors of the capitol building itself. I asked him to leave multiple times before he finally left the grounds. He then continued to spray the fire extinguisher at the ground for a few seconds each time before me asking him to stop. He proceeded to state his "car" was on fire, yet it clearly wasn't and it was the fire truck.
Majority of the times I asked him to stop or leave, he'd run away acting like he couldn't hear what I was saying but would occasionally respond or act upon what I was saying. He needs to be banned completely as it's far past harassment at this point.

And let's be real, and I mean it... it's been over a month that this has been going on, and that he's been in the city. Stab in the dark, I'd say early-mid May? Dunno what others of us did at eleven-years-old during May-June but--it's probably a contributor, cos' he's in the city waaaay too much. I know we gotta limit what we say, so to sum up, something's very wrong and we're the only ones who are going to stop someone from being exposed to this medium. That's sad and scary.
