Approved UB Demands, Shooting in city | 266494 , 531657 & 531592

so i saw a car which was illegal parked on a public sidewalk

So i was going to fine that car but for no reason ID 266494 gave me UB Demands without any reason
After they gave me demands i was leaving the scene but
ID 266494 , 531657 & 531592 kept shooting even after complying to their demands
