Sultan witnessed his father's "unshakable moral compass" reduce him to a grave full of debts and a name that will soon be forgotten. That shattered his faith in the system. He learned that in the world of wolves, cleanliness is the closest to godliness. He stopped believing in heroes and started gathering ammunition, and became an expert in the "unspoken deal". He became the man who knows the most but says the least, in exchange for anonymity. He is now the invisible man, the quiet, cool-headed man who always goes into a fight with a receipt.

Sultan did not join the National Guard to serve, but to shop. He rose through the ranks in calculated steps, knowing that colonels don't usually get their trunks searched. He ran the base's supply chain as his own balance sheet, "reallocating" government property while keeping his perfect service record out of the ears of Internal Affairs. He not only bends the rules; he erases the logs, so the rules don't exist in the first place. He's the good soldier for his General; the indispensable gatekeeper of the armory for the city's criminal gangs.
Outcomes:
1) Sultan can take bribes up to $100,000 or sell his silence for guns, bullets, and contraband.
2) Sultan can refuse to give his name/identity and lie about lawyer availability.
