I have been told that the GZ ends right at the yellow barricades and the sidewalk is considered non gz as its there just for parking cars.
You used the term," anyways you are stinking" to which the player replied ok i will kill you which i assume is a normal phrase. But you cant tell him REPEATEDLY to kill you as you yourself know that the place where you were standing is GZ and any kind of DM will result in his punishment.

I leave rest of the decision to the higher admins.

Few things to be addressed-:

1st off all I’d - 22900 is seen to have taken the gun out and said -: “move away from me or you are dead all”- This is provoking/ threatening in GZ ,
After that she replied by taking cover on entrance saying -: “yeah I will anyways you are stinking “

after that hearing a men threatening my gang/family member (lady ) I said to him “your harassing a women/you are bullying a women “

and 2nd -
As per general rules of greenzone 2.3 - Black market is a GZ, ( any business centre have a parking area /drive through)
And also
As per General Rules 6.15-: outside ghetto u must engage in Rp before shooting some one , e.g issue them demands and they do not listen with in 5 seconds u can kill him/her
so he broke two rules

and if that pavement is ghetto then any one can rob and kill when any one buys guns and ammo from black market

I guess you are still confused. Outside the BM is ghetto so its KOS,you dont need any reason to kill anyone hence he didnt break General Rule 6.15(according to my current knowledge). People who buy things from Black market are INSIDE the yellow barricades so if someone kills a person who is buying stuff from the shops,then its considered as shooting into gz/dm in gz. Your immense care to your female family member was spotted and I didnt even mention that in my reply. She said "Ok kill me" when she was inside the yellow barricades,I called that particular moment as Provoking in gz.

Already mentioned the fact that I've been told the gz ends at the yellow barricades hence no need to argue and prove a point.
