conflict of intrests for Bio approval !!!

for the first time I applied for corrupt bio and something makes me confuse!!!
while we can have approval from admins why we should get approval from the leader? why a leader should accept a corruption of his or her ORG?!
and approving or rejecting is only based on the mood of the leader, no clear rules no clear regulation!!

anyone can explain the logic behind this nonsense Idea of leader approval?!

It's a crazy reasoning! Of course the leader must be in charge and punish for the corruption in their ORGs!
To fight against that they have to teach their HCs to take care of the employees!
If leader is not able to be responsible why he or she reached to that position!!
This conflict of interest is not make sense at all in any logic
