As you can see in my POV i just went to bank took some money and came to PH to buy Food and I didn't break any IC Rules but still this guy give me demands to come out of my car but when i didnt listen to him he just started shooting at me and Engine Blocked me.

As you were speeding and LEOs do have radars, no GR 6.4 violation was found here. You may simply go to the LSPD and file a complaint with IA if any IC rulebreak was committed.
