The organization that is conducting the event: National Guard
The event scenario Must be detailed and include the whole event: (Event cannot be a common event, it needs to be special)
Due to increased crime in the city, the Governor has asked NG to manufacture an EMP device in order to cause a blackout in the ghetto, limiting the gangs productions and visibility. The device has been produced and loaded onto an NG Titan for transport to a secret testing ground, along with The General and the Governor plus some units from both orgs for security
Unfortunately, the Generals curiosity got the better of him, and he decided to take a closer look at the device whilst in flight... Inevitably he triggers the EMP mid-flight, and wipes out all the planes electronics, and all communication. The pilots only Managing only a single mayday call to NGs ATC before crashing.
Nobody except a few of NG high command, and other state orgs leaders, know about the operation and flight plan, hearing the distress call, they scramble units to attempt to locate the plane and its cargo...before anyone else does. (they must defend it for 20 mins whilst the EMP device is secured)
Overhearing the distress signal, the gangs decide this is their chance to capture both the NG general and the Governor, and also scramble to find the downed plane and it's occupants. If captured then normal IC hostage situation will occur.
Communications from all units in the plane will be disabled, so orgs must locate the plane by scouting the known flight path.
If the gangs reach it first then it will be a hostage situation at the crash site, and state orgs will treat it as such.
Role of Each Organization Involved:
NG - Supply the titan and perform a flight with the General, Governor and a small amount of units on board, from FZ to the testing ground in Cayo Perico (it will not make it). Then work with the other state orgs to reach and rescue the occupants.
Gov - Governor or vice Governor will be aboard the plane with a small number of gov agents for protection.
Other state orgs:
Watch out for the Mayday call over department and respond either before the plane is found to help search, or when a global is dropped at the location. Then secure and defend the plane Whilst NG load the device into a truck.
GANGS:
Gangs can use any means to locate the downed plane. Certain NG HC (corrupt bio, ICly only), may know the flight path, or they may learn it from LIs broadcasts.
Life invader:
Will report on the downed plane and broadcast live updates. Once they have located the crash site, they may broadcast it's location.
Admin Requirements:
Provide a Titan to use during the event (to prevent it disappearing if code A or other issues.)
Provide Cargo container at crash site (any container, for visuals only)
How is the event won?:
State: They manage to find the plane and secure the site for 30 mins
Gangs: They manage to find the crash site, take out the security detail and kidnap the General and Governor/vice
Prize for the winner:
$1m split between each winning org/gang
