Situation is already ongoing. The POV starts in the middle of the scenario, which means prior demands or interactions could have occurred. Secondly, you were robbing (or attempting to rob) a SAHP officer. At the time you began patching them and started the process, LEOs had every right to open fire.
You then returned fire afterwards, which is not allowed in your case. By definition, you need to give demands to them, they don't need to give demands to you. And lastly, Metagaming is rejected as well, which should be obvious from the first statement I wrote.
